4. SUMMARY OF PROBLEM -
    A. THE ORIGINAL QUALIFICATION (FATIGUE TESTING) OF FLIGHT
SAFETY PARTS WAS DONE BY BOEING HELICOPTERS UNDER ARMY DIRECTION.
THE FATIGUE TESTING OF THESE PARTS SUBSTANTIATED THEIR SERVICE
LIFE AND THE PARTS DESIGN WAS CONSIDERED QUALIFIED. IN OCTOBER
1995 A CHANGE IN THE ARMY FLIGHT SAFETY PART (FSP) POLICY
REQUIRED THAT PARTS MANUFACTURED BY AUTHORIZED VENDORS/SUPPLIERS
AND ORIGINALLY QUALIFIED BY THE PRIME CONTRACTOR MUST BE FATIGUE
TESTED. THE 114R2168-3 AND 1142168-4 TIE BAR PIN ASSEMBLIES ARE
FLIGHT SAFETY PARTS. THE PINS (3 OF EACH PER ROTOR HEAD) SECURE
THE ENDS OF THE TIE BARS TO THE PITCH SHAFT AND THE PITCH VARYING
HOUSING. SOME OF THE TIE BAR PIN ASSEMBLIES WERE FIELDED WITHOUT
BEING QUALIFIED AS AN ALTERNATE SOURCE BY FATIGUE TESTING.
    B. FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA 12.
    C. THE PURPOSE OF THIS MESSAGE IS TO -
        (1) INSPECT ALL TIE BAR PIN ASSEMBLIES INSTALLED ON H-47
AIRCRAFT, INSTALLED ON SPARE ROTOR HEADS, AND IN STOCK.
        (2) REPLACE ALL PINS THAT DO NOT HAVE THE APPROVED CAGE
CODE OR MANUFACTURERS NAME ON THE PIN.
5. END ITEMS TO BE INSPECTED - ALL H-47 SERIES AIRCRAFT.
6. ASSEMBLY COMPONENTS TO BE INSPECTED -
       NOMENCLATURE PART NO. NSN
HEAD, ROTARY WING, FWD 145R2003-ALL ALL
HEAD, ROTARY WING, AFT 145R2004-ALL ALL
7. PARTS TO BE INSPECTED -
       NOMENCLATURE PART NO. NSN

THERE MAY BE TWO DIFFERENT FIVE DIGIT CODES
MARKED ON THE PART. THE FIVE DIGIT CODE 81996
IS NOT THE MANUFACTURERS CAGE CODE. IF FOUND,
THE NUMBER 81996 IDENTIFIES THE PART AS HAVING
BEEN MANUFACTURED IAW A GOVERNMENT TECHNICAL
DATA PACKAGE (TDP). USE THE FIVE-DIGIT CODES
IAW PARAGRAPHS 8A(3) AND 8B(3) TO DETERMINE
            THE MANUFACTURERS CAGE CODE.

240-23-4, TASK 5-23.1 (H-47D) OR TM 1-1520-252-23-5, TASK 5-30
(MH-47E).
        (3) IDENTIFY THE FIVE DIGIT MANUFACTURERS CAGE CODE OR
MANUFACTURERS NAME ON THE END OF THE PIN. IF THE 114R2168-4
OUTBOARD TIE BAR PIN ASSEMBLY IS MARKED WITH THE FOLLOWING CAGE
CODE, THE PIN IS SERVICEABLE -
             (A) CAGE CODE 63259 (BONIFACE TOOL AND DIE).
             (B) CAGE CODE 56811 (OLYMPIC TOOL AND DIE).
