XSOF, 181900Z SEP 90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER
5, SAFETY OF FLIGHT MESSAGES.  THIS MESSAGE HAS NOT BEEN

PARA 8 AND 9 IS COMPLETED.  THE AFFECTED AIRCRAFT SHALL BE
INSPECTED AS SOON AS PRACTICAL BUT NO LATER THAN THE
TASK/INSPECTION SUSPENSE DATE.  FAILURE TO COMPLY WITH THE
REQUIREMENTS OF THIS MESSAGE WITHIN THE TIME FRAME WILL
CAUSE THE STATUS SYMBOL TO BE UPGRADED TO A RED //X//.

4.  SUMMARY OF PROBLEM -
     A.  ATCOM HAS RECEIVED NUMEROUS REPORTS FROM THE FIELD
OF LEAKING AND PRESSURE FLUCTUATIONS BEING EXPERIENCED WITH
THE STRATOPOWER HYDRAULIC PUMPS.  A TYPICAL SCENARIO IS THE
FOLLOWING:  DURING NORMAL FLIGHT, THE HYDRAULIC SYSTEM
INDICATES PRESSURE FLUCTUATIONS FROM A MAXIMUM OF 4000 PSI
TO A MINIMUM OF 2000 PSI, FOLLOWED BY ILLUMINATION OF THE
HYDRAULIC FLIGHT CONTROL SEGMENT LIGHT.  ALSO, HIGH
TEMPERATURES IN THE HYDRAULIC SYSTEM HAVE BEEN NOTED WHEN
AIRCRAFT IS SHUT DOWN.
     B.  AN INTENSIVE INVESTIGATION HAS BEEN COMPLETED,
RESULTING IN DESIGN CHANGES TO THE STRATOPOWER PUMP FOR
IMPROVED RELIABILITY OF THE PUMP.  THE INVESTIGATION
REVEALED FRICTION BETWEEN THE COUNTER BALANCE SLEEVE AND
PISTON, FAILURE OF THE COUNTERBALANCE SLEEVE IN FATIGUE THAT
CAUSED EXTERNAL LEAKAGE AND PREVENTED FREE MOVEMENT OF THE
COUNTER BALANCE PISTON, AND FAILURE OF THE COMPENSATOR
HOUSING MOUNTING SCREW(S) IN FATIGUE.  AN ENGINEERING CHANGE
PROPOSAL WAS DEVELOPED TO CREATE A NEW COUNTER BALANCE
PISTON, SLEEVE AND SEAT, PUMP HOUSING, CONTROL PISTON,
COMPENSATOR ASSEMBLY MOUNTING SCREWS, COMPENSATOR HOUSING
AND PILOT SPOOL, AND MATCHED COMPENSATOR HOUSING/SPOOL
ASSEMBLY.  EXTENSIVE BENCH TESTING (300 HOURS) AND FIELD
TESTING (12 MODIFIED PUMPS HAVE ACCUMULATED OVER 3000 FLIGHT
HOURS AND STILL ON-GOING WITHOUT FAILURE) HAVE RESULTED IN A
FULL QUALIFICATION APPROVAL FOR THE NEW DESIGN FEATURES.
     C.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA

178, ITEM 12 (1 PUMP) AND FIGURE 183, ITEM 26 (2 PUMPS).
9.  CORRECTION PROCEDURES -
     A.  IF THE PUMP IS NOT, REPEAT, NOT ONE OF THOSE LISTED
IN PARA 6, THE INSPECTION IS COMPLETE.
     B.  IF THE PUMP IS ONE OF THOSE LISTED IN PARA 6,
REPORT TO THE LOGISTICAL POINT OF CONTACT IAW PARA 14B.  IT
IS NOT NECESSARY TO REPORT VICKERS PUMPS.  THE REPORT SHALL
INCLUDE THE AIRCRAFT SERIAL NUMBER, PUMP SERIAL NUMBER, PART
NUMBER, FIELD UNIT LOCATION, AND POINT OF CONTACT.
                             NOTE
THE TWELVE MODIFIED STRATOPOWER TEST PUMPS THAT HAVE BEEN
FLYING UNDER AN AIRWORTHINESS RELEASE WITH THE PART NUMBER
OF 145HS100-3, SERIAL NUMBER BO-XXX-CO OR AO-XX-CO, DO NOT
HAVE TO BE REPORTED.  THE LOGISTICAL POINT OF CONTACT WILL
PROVIDE INSTRUCTIONS FOR REMARKING THE SERIAL NUMBER AND
PART NUMBER.
     C.  THE LOGISTICAL POINT OF CONTACT WILL ESTABLISH A
TURNAROUND PROGRAM WITH FIELD UNITS AND WILL PRIORITIZE THE
DISTRIBUTION OF NEW PUMPS.  THEY WILL PROVIDE INSTRUCTIONS
TO THE INDIVIDUAL FIELD UNIT POC'S WHEN THE NEW PUMPS ARE
AVAILABLE FOR DISTRIBUTION.  INSTRUCTIONS WILL ALSO BE
PROVIDED FOR SHIPMENT OF THE OLD PUMPS TO STRATOPOWER FOR
MODIFICATION.
     D.  NEW PUMPS THAT ARE MANUFACTURED WILL HAVE A
STRATOPOWER PART NUMBER OF 939733, A BOEING PART NUMBER OF
145HS100-4, AND A SERIAL NUMBER WITH A PREFIX OF "A1".
MODIFIED PUMPS WILL HAVE THE NEW STRATOPOWER PART NUMBER OF
939733, BOEING PART NUMBER OF 145HS100-4, AND A SERIAL
NUMBER WITH A SUFFIX OF "A1".
     E.  DO NOT REMOVE THE PUMPS FROM THE AIRCRAFT UNTIL THE
NEW OR MODIFIED PUMPS HAVE BEEN RECEIVED.  NEW OR MODIFIED
PUMPS SHALL BE CHANGED OUT WITHIN 7 DAYS OF ACCEPTANCE.
AFTER CHANGING THE PUMP, CONTACT LOGISTICAL POINT OF CONTACT
FOR SHIPPING INSTRUCTIONS.  IT IS ESSENTIAL THAT THE PUMPS
BE RETURNED TO STRATOPOWER IN AN EXPEDIENT MANNER TO
MAINTAIN THE SCHEDULE FOR MODIFICATION.
