XSOF, 181900Z SEP 90, SUBJECT:  CHANGE TO AR 95-3, CHAPTER
5, SAFETY OF FLIGHT MESSAGES.  THIS MESSAGE HAS NOT BEEN
TRANSMITTED TO UNITS SUBORDINATE TO ADDRESSEES.  ADDRESSEES
SHOULD IMMEDIATELY RETRANSMIT THIS MESSAGE TO ALL

TASK/INSPECTION SUSPENSE DATE.  FAILURE TO COMPLY WITH THE
REQUIREMENTS OF THIS MESSAGE WITHIN THE TIME FRAME WILL
CAUSE THE STATUS SYMBOL TO BE UPGRADED TO A RED //X//.

4.  SUMMARY OF PROBLEM -
     A.  THE 101ST AIRBORNE DIVISION REPORTED MULTIPLE
AIRCRAFT THAT HAD RUBBING DAMAGE TO THE AFT VERTICAL SHAFTS
ON THE SURFACE THAT IS ADJACENT TO THE DUST SEAL ON THE TOP
OF THE SLIDER SHAFT.
     B.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA

      C.  THE PURPOSE OF THIS MESSAGE IS TO VISUALLY INSPECT
THE AFT VERTICAL SHAFT AT THE TOP OF THE SLIDER SHAFT FOR
WEAR ADJACENT TO THE DUST SEAL ON THE SHAFT AND INSPECT FOR
PROPER CLEARANCE FOR THE DUST SEALS.  IN ADDITION, A
RECURRING VISUAL INSPECTION WILL BE REQUIRED AT EACH PHASE.

    A.  FOR ROTOR SHAFTS THAT ARE INSTALLED ON THE AIRCRAFT.
GAIN ACCESS TO THE AFT ROTOR SHAFT (TM 55-1520-240-23P,
FIGURE 199, ITEM 247, OR TM 1-1520-252-23P, FIG 623, ITEM
6).  WITH THE UTILIZATION OF A FLASHLIGHT AND INSPECTION
MIRROR, INSPECT THE SURFACE OF THE ROTOR SHAFT UNDER THE
DUST SEAL AT THE TOP OF THE SLIDER SHAFT ASSEMBLY FOR
INDICATION OF RUBBING DAMAGE.  IF THERE IS NO EVIDENCE OF
RUBBING, ENSURE THE DUST SHIELD HAS PROPER CLEARANCE AND IS
IN SERVICEABLE CONDITION PER PARAGRAPH 9.C.   IF THERE IS
EVIDENCE OF RUBBING THROUGH THE TOP COAT (GRAY COLOR),
PROCEED TO PARAGRAPH 9.
    B.  FOR ROTOR SHAFTS THAT ARE NOT INSTALLED, THE
LOCATION OF THE DUST SEAL IS APPROXIMATELY 24 INCHES ABOVE
THE THRUST BEARING, CHECK FOR INDICATION OF RUBBING.  IF
THERE IS NO EVIDENCE OF RUBBING, THE INSPECTION OF THE SHAFT
IS COMPLETE.  IF THERE IS EVIDENCE OF RUBBING THROUGH THE
TOP COAT (GRAY COLOR), PROCEED TO PARAGRAPH 9.
    C.  THE VISUAL INSPECTION TO INSPECT THE ROTOR SHAFT FOR
RUBBING AND TO INSPECT THE DUST COVER FOR PROPER CLEARANCE
WILL BE ACCOMPLISHED AT EACH PHASE.
9.  CORRECTION PROCEDURES -
    A.  IF THE DAMAGE IS THROUGH THE PRIMER AND INTO THE
BASE METAL, REMOVE ROTOR HEAD, RAIN SHIELD, SWASHPLATE, AND
SLIDER SHAFT (TM 55-1520-240-23, CHAPTER 6, AND FOR CH-47E
TM 1-1520-252-23M CHAPTER 6).  CLEAN THE AREA. INSPECT THE
WEAR AREA WITH A 5X MAGNIFYING GLASS FOR EVIDENCE OF A SHOT
PEENED SURFACE.  A SHOT PEENED SURFACE HAS A DIMPLED
APPEARANCE.  IF THE CONDITION OF THE SURFACE CANNOT BE
DETERMINED USING A 5X GLASS, TRY A 10X GLASS.  IF THE
CONDITION CANNOT BE DETERMINED USING THE 10X, CONTACT THE
TECHNICAL POINT OF CONTACT.  IF A SHOT PEENED SURFACE IS
DETECTED, TOUCH UP THE SURFACE WITH PRIMER AND TOP COAT
(BRUSH OR SPRAY) IAW LOCAL PROCEDURES AND REASSEMBLE.
    B.  IF THE DAMAGE IS JUST INTO THE PRIMER OR TOP COAT,
REINSPECT THE SHAFT EVERY 50 FLIGHT HOURS TO ENSURE THE
RUBBING DOES NOT PROGRESS INTO THE METAL.  AT NEXT PHASE
INSPECTION, DISASSEMBLE AND TOUCH UP THE PRIMER AND TOP COAT
(BRUSH OR SPRAY) IN ACCORDANCE WITH LOCAL PROCEDURES AND
REASSEMBLE.
   C.   FOR ALL AIRCRAFT, ENSURE THAT A MINIMUM CLEARANCE
EXISTS OF 0.050 INCH BETWEEN THE RUBBER SEAL AND THE SURFACE
OF THE ROTOR SHAFT.  IF A MINIMUM CLEARANCE DOES NOT EXIST
BETWEEN THE SHAFT AND SEAL, INSPECT THE SEAL FOR
DETERIORATION AND DAMAGE.  REPLACE THE SEAL IF NECESSARY
(CHAPTER 6).  IF THE SEAL IS IN SERVICEABLE CONDITION AND
CLEARANCE IS STILL BELOW 0.050, LOOSEN ALL OF THE BOLTS
HOLDING THE SEAL ASSEMBLY TO THE SLIDER SHAFT.  MOVE THE
SEAL AND PLATE RADIALLY AS FAR AWAY FROM THE SHAFT AS
POSSIBLE, THEN RETORQUE THE BOLTS (CHAPTER 6).  IF A MINIMUM
CLEARANCE OF 0.050 CANNOT BE ATTAINED, CONTACT THE TECHNICAL
POINT FOR INSTRUCTIONS.
10.  SUPPLY/PARTS AND DISPOSITION -
     A.  PARTS REQUIRED - ITEMS CITED IN PARAS 6 AND 7 MAY
BE REQUIRED TO REPLACE DEFECTIVE ITEMS.
