4.  SUMMARY OF PROBLEM -
    A.  THE AN/AVS-7 HEADS UP DISPLAY PROVIDES OPERATIONAL
SYMBOLOGY TO PILOTS DURING AVIATOR'S NIGHT VISION IMAGING SYSTEM
(ANVIS) OPERATIONS BY OVERLAYING THE SYMBOLOGY ON THE IMAGE
PROVIDED BY THE ANVIS.  IT WAS RECENTLY DISCOVERED THAT A
COMPONENT PART POWER SUPPLY WAS CHANGED BY THE VENDOR WITHOUT
APPROVAL, CAUSING THE AN/AVS-7 TO BE SUSCEPTIBLE TO SOME POWER
LINE TRANSIENTS.  THE AN/AVS-7 SYSTEM WILL RESET WHEN CERTAIN
POWER SPIKES ARE RECEIVED, CAUSING THE DISPLAY TO BLANK FOR A TEN
TO FIFTEEN SECOND INTERVAL WHILE COMPLETING THE POWER-UP
SEQUENCE.  UPON COMPLETION OF THE POWER UP SEQUENCE, THE SYSTEM
WILL RETURN TO ITS NORMAL START UP CONDITION OF FULL DIM ON THE
DISPLAY AND DISPLAY PAGE 1N.
    B.  FOR MANPOWER/DOWNTIME AND FUNDING IMPACTS SEE PARA 12.
    C.  THE PURPOSE OF THIS MESSAGE IS TO:
        (1)  REQUIRE A ONE-TIME INSPECTION OF ALL AN/AVS-7
SYSTEMS TO VERIFY INSTALLATION OF THE CORRECT POWER SUPPLY
COMPONENT.
        (2)  RESTRICT FLIGHT OPERATIONS WITH THE AN/AVS-7 IF AN

    A.  REMOVE THE SIGNAL DATA CONVERTER FROM THE AIRCRAFT IAW
REFERENCE 13, SECTION 2-17.
    B.  REMOVE CIRCUIT CARD ASSEMBLY A5, POWER SUPPLY MODULE,
FROM THE SIGNAL DATA CONVERTER IAW REFERENCE 13 TM, SECTION 2-19.
                             CAUTION:
           THE PARTS MAY BE DAMAGED BY ELECTROSTATIC
           DISCHARGE (ESD).  ENSURE PROPER ESD
           PRECAUTIONARY PROCEDURES ARE FOLLOWED.
    C.  LOCATE THE MANUFACTURER'S DATE CODE ON THE IDENTIFICATION
PLATE OF THE POWER SUPPLY MODULE.
        (1)  IF THE DATE CODE IS LESS THAN 9601, THE POWER SUPPLY
MODULE IS GOOD AND THE UNIT MAY BE RETURNED TO SERVICE.
        (2)  IF THE DATE CODE IS GREATER THAN OR EQUAL TO 9601,
THE POWER SUPPLY MODULE IS BAD AND MUST BE CORRECTED PER THE
PROCEDURES IN PARAGRAPH 9 BELOW.
    D.  ONCE THE POWER SUPPLY MODULE DATE CODE IS VERIFIED,
REINSTALL THE CCA INTO THE SIGNAL DATA CONVERTER IAW REFERENCE
13.  REINSTALL THE SIGNAL DATA CONVERTER INTO THE AIRCRAFT IAW
REFERENCE 13.
9.  CORRECTION PROCEDURES -
    A.  IF THE POWER SUPPLY MODULE DATE CODE IS LESS THAN 9601,
RETURN THE AN/AVS-7 TO SERVICE AND ANNOTATE THE AIRCRAFT LOG
BOOKS AND COMPONENT RECORDS APPROPRIATELY.
    B.  IF THE POWER SUPPLY MODULE DATE CODE WAS GREATER THAN OR
EQUAL TO 9601:
       (1)  ANNOTATE THE AIRCRAFT LOG BOOKS, DA FORM 2408-13-1,
WITH A CIRCLED RED //X// IN THE STATUS BLOCK AND ENTER IN THE
FAULT BLOCK, AIRCRAFT RESTRICTED FROM FLIGHT OPERATIONS WITH THE
AN/AVS-7 SYSTEM.
       (2)  PULL AND TIE-WRAP THE AIRCRAFT AN/AVS-7 CIRCUIT
BREAKERS TO PREVENT POWER-UP OF THE AN/AVS-7 SYSTEM.
